Bake brownies according to package directions in an 8x8, 9x9, or 9x13 pan. Let cool completely in the pan.
In a microwave-safe bowl, combine chocolate chips and sweetened condensed milk. Microwave in 30-second intervals, stirring each time, until smooth and melted.
